Firstly, the agriculture sector employ a great number of workers but get a all scale of GDP, the number of workers is not in proportion to the GDP scale. There is clear distinction between agriculture sector and non-agriculture’s in capital accumulation , worker’s ability and performance , level of technology improvement , the division of labors. Moreover, the gap of income and consumption is obvious between peoples in town and rural areas. There is also distinct gap of GDP scale of different regions. But on the whole, the difference between agriculture and non-agriculture sectors, town and rural areas, GDP scales of every regions can essentially be reduced to the dual economy of agriculture and non-agriculture sectors. Secondly, during the economic growth, the relationship between agriculture and non-agriculture sectors is not as remarkable as between the industrial and service department . Merging between agriculture and non-agriculture sectors during economic growth was not achieved. Moreover, the agriculture sector contribute remarkably to the growth of industry ,but the return is not sufficient .That is to say, the agriculture sector is still in a position of being exploited .The dual economic structure of Hebei province is due to that our country stride across the stage of capitali without the natural and historical evolution of industrialization, we were compelled by external force to enter into the modern society. The dual economic structure was consolidated by government strategy of giving priority to the development of industry , policy of partial toward cities and simplified administration system. Accompanied by the step of economic reform , the tranormation of the dual economic structure of Hebei province changed tortuously. Influenced by the government economic policy and industrial policy, there is fluctuations in the comparative labor productivity and coefficient of dual comparative analysis , the coefficient of dual contrast move up and down. By making a model to simulate the trend of growth of three economic sectors of Hebei province ,we can draw a conclusion : the tranormation of the dual economic structure towards one depends on government carrying out the policy of bias to agriculture , solve the problem of“agriculture、village、farmers”, the complete tranerence of surplus farmers to the non-agriculture sector, make perfect the market economic system of absolute mobility of productive factors.
