Suitable structure of public investment can effectively promote the national or regional economic and social progress. At present, There is an important period for the Central China to accelerate economic and social development. at this critical time, the public investment will play an important role in economic and social development. However, there are many problems directly affecting the effectiveness of the public investment. it is of great significance to study the optimization of public investment structure in central area of China and present the economic and social effectiveness of public investment, in order to promote the regional economic development in Central China.There are some analytical ways including normative analysis and empirical analyses, qualitative analysis and quantitative analysis, comparative analysis in the article.Takeing the Henan Province for example,the paper creation is led by the Marxi, presenting the process of the public investment structure in the Central China since Chinese economic reform, Analysing the problems of the public investment structure in the Central China,defining the orientation of structural optimization and putting forward the policy proposal for structural optimization of public investment.There are five parts in the text.The first part is to Mainly introduces the background and significance of the study, research methods,basic concepts and theory.The second part is to analyse, takeing the Henan Province for example, the current situation of public investment in the Central China from the horizontal and vertical equity. The article believe it is the main problem that the infrastructural investment proportion is higher beyond the suitable proportion and education, science and technology investment are comparatively lower for the structure of public investment in the Central ChinaThe third part is to mainly analyses the principle and influencing factors of the structural optimization of the public investment in the Central China. The paper argues that public investment should follow these principle,pursuring the maximization of social benefits, meeting the public need, dynamic optimization. The fourth part is to normative analyse the structural optimization of the public investmentin the Central China.The article argues it is highly time that the proportion of public investmentin education,scientific research should be gradually increased and the infrastructural investmentproportion should be reduced. The fifth part is to throw out some suggestions for the structural optimization of the publicinvestment in the Central China.
