Natural disasters are different from natural calamity, the later can cause a series of social problems. A large number of casualties, huge direct or indirect economic loss, even the invisible trauma caused by natural calamity. They are obstacles to social development, we must handle carefully.People pay more attention to natural calamity because of its adverse effects and unpredictability. If the governrnent does not open the correlative message in time, the public will easily believe kinds of rumors, full into panic and turbulence and will be unable to cope with the government. This will increase the difficulty of the dealing natural calamity, the information owned by the government is often the largest and most comprehensive. The government should open the information of natural calamity in time, uniformly and exactly. This is an important link of emergency management on natural calamity, which would increase the transparency of the emergency management, make the public understanding the message of natural calamity in time, uniformly and exactly, make the public enhancing the sense of crisis, make the public assisting and supervising the government to do well in dealing with natural calamity. Therefore, the openness system of government information in natural calamity can not be oided and ignored in any case.Purpose of this study is to illustrate natural calamity on a serious threat to modern life and how can reduce this hazard, elicit the values of the openness system of government information in natural calamity, it can reduce casualties, oid unnecessary economic losses, establish good images of the government, these are of great significance to the administration. This is exactly the ultimate goal of this article, what government can benefit from dealing with natural disasters.This paper is divided into three parts:The first part of the paper describes information in natural calamity, describes the role of information in preventing and reducing natural hazards.The second part of the paper describes costs and benefits of the openness system of government information in natural calamity, an overview of the openness system of government information firstly, including the meaning, scope and form of the system; then the analysis of the importance and necessity of the openness system of government information.Although the openness system of government information is important, it also has problems, such as emphasis on confidentiality of government information, low level of public, feedback is not ooth during government, media, and public. After the introduction of the openness system of government information, comparing the costs and benefits of the openness system of government information, setting out the costs, benefits respectivly in order to compare intuitively. Finally, the conclusion is that the openness system of government information in natural calamity has more valuable than information monopoly.The last part of this paper describes the function of the openness system of government information in natural calamity, good governance.
