Major multinational companies are entering Chinese market one by one,causing national competition to be international. If the pillar industries of Liuzhou wish to withstand the shocks of international economic integration and he long-term development, the urgent task will be improving the ability to develop independently. One of the effective responses to improve the ability to develop independently is building the technical standard system and its management platform.This thesis gives an overview of home and abroad standards’current status, and collects, analyzes and researches the structure of technical standard system of automobile, machine, metallurgy and so on at home and abroad, summarizes the main contents and establishment characteristics of automobile, machine and metallurgy’s technical standard system in the developed countries. And it will build a standard system that will be up to the characteristics and development tendency of Liuzhou industries especially the pillar industries, and it can meet the demand for the enterprises. Then the system can provide the general frameworks and resources for building enterprises technical standards system.According to the development present situation of leading industry in Liuzhou, this thesis presents Liuzhou Technical Standards System to adopt the hierarchical structure. In the hierarchical structure, there are two different hierarchies in all industrial standards, including the universal standard and the individual standard. Liuzhou Technical Standards System is based on the two kind of hierarchy. And this thesis expounds the methods to establish technical standard system detail list of the pillar industries, and this thesis discusses continued improvement method ,confirmation and the appraisement of technical standard system, to make it under the control of the closed-loop.Owing to the state standards and industrial standards system are not perfect, and there are many problems presenting on technical standards. Enterprises are often puzzled by the doubt, which is how to make a judgment a standard whether can satiy their production needs or not. In order for the technical standards in the system to meet the need of enterprises, in view of the complexity of evaluation, this thesis cites AHP and Delphi. And researches to set up the applicability index evaluation system of standards. Then this thesis puts forth the establishment principle and methods of evaluation index system.Meanwhile, in order for the standards information to spread to the users timely, accurately and effectively, and to make technical standard system maintenance more convenient, this thesis builds the Liuzhou Technical Standards System and its management platform. At last, this thesis gives a brief introduction about the application of its computer platform.
