With the development of the world economic globalization, political democratization and social informatization, the governments will face more and more opportunities and challenges. On one hand, the exchange and cooperation between governments continuously strengthens all the time, on the other hand, conflicts are constantly deepened. Therefore, it is beneficial to respond to the country of opportunities and challenges, to develop the international exchange and cooperation, create forable international environment of their own development if we he a construction of responsible governmentWith the development of China’s reform and opening up and reform of the political system, the responsible government has been the development of the whole society and become the focus of public attention. At present, China is in the key period where comprehensive construction well-off society is constructed. In this period, political, economic and cultural is developed in an all-round way. The fourth plenum points that we should construct a socialist harmonious society, which is the comprehensive embodiment of implementing the scientific concept of development. This makes a higher requirement for the Chinese government reform. Therefore, in the new period, the construction of responsible government conforms to the reform and opening up and reform of the political system development trends in China. From the point of responsible government building, the development of responsible government has made some progress in the new period. However, theoretical study and practice of responsible government started very late in the new period. So, on one hand, responsible government theorization systematic degree not high, on the other hand in practice still faces many problems and contradictions. Therefore, the study of responsible government in China is of important theoretical and practical significance in the new period. This paper uses the literature research methods, comparison research method and theory and practice of the method, combining new period in China the theory of the responsibility of the government.The general structure and the main content can be listed like this:the first chapter of the responsibility of the government, this paper discusses the conceptual basis of basic attribute of the responsibility of the government and the characteristic.The second chapter expounds the construction in the new period of responsible government in China from the new period since the historical and realistic background, reviewing the importance of the construction of socialist modernization. On this basis, this paper analyzed the responsible government building in China at present and the reasons, and the problems facing the proposed for the next chapter in the new period construct responsible government provides the realistic route choice basis.The third chapter is this paper focuses and the difficulties also in this one. The responsible government building route choice is a significant system reform in Chinese government. The paper analyzes from four respects:the legal construction, the tranormation of government functions, the system construction and supervision system construction. Combining the reality of our country government system reform in China, this paper puts forward a new period of constructing responsible government route choice.
