Along with the day-by-day increase of telecommunication consumer demand, and the telecommunication profession’s competition is also intense, the data traffic and the mobile value-added service are more and more in graces of f the operator, the service provider and the terminal manufacturer in the entire value chain, various telecommunications enterprise united with the service provider and the terminal manufacturer, in the view of the demand of different market, profession and enterprise, promotes the new data traffic and the mobile value-added service unceasingly. Therefore, the project team is accepted by its nimble configuration of organization and the rapid reaction speed by the telecommunication enterprise, the project team is the main body of a project, and the main contents in the project management is how to constructs a highly effective project team. This article hoped that it can perform the nimble application by related to the theory, method and management tool of project human resources management, and in order to achieves the project goal highly effective that according to the current market environment request and the enterprise strategy need, carries on the effective organization and the conformity to the existing enterprise human resources forms to united a highly effective project team, and uses each member’s knowledge, skills and the joint operations reasonably.This article is on the basis of the research in unifies the domestic and foreign project human resources management and the project team constructions, combined with an example of telecommunication enterprise A in the enterprise informationization promotion project, from the basic theory of project human resources management, project team constructions, and the studies of setting up of the telecommunication enterprise A’s informationization promotion project, performance management and the communications between teams to put forward the questions and solve the problems. The research results will he the important value in practice regarding a telecommunication enterprise’s similar project construction and project team management; it may also become a guideline for the similar project team construct of other telecommunication enterprise to provide the enlightenment and the practice instruction.
