【Abstract】wWw.shuoshilunwen.com Endowment insurance is a social security system in order to provide periodic income to civilians to neutralize the elderly risks. Since the implementation of the endowment insurance system, it has been playing an important role in the protection of the basic life of the retired personnel. As the reformation of the endowment insurance system is still in the fully exploring period, the pilot project of the system is slowly to progress, many long-standing and deep-seated problems need to be handled, the reformation tactics and methods need to be re-examined. There are several important projects need to be fully studied on the reformation of the current endowment insurance system: such as how to finish the overall coverage of the endowment insurance as soon as possible, normalize the ex-situ traner and connection procedure on the endowment insurance relation, make sure the personal accounts are fully funded and broaden the investment channels.In chapter one, the basic theory of the endowment insurance system were defined, followed with the examples of Britain and Chile, then the endowment insurance models of the developed countries were characterized.In chapter two, the setting up and development of the endowment insurance system in China was fullly reviewed.In chapter three, the problems on the reformation of the endowment insurance for urban workers were analysed, such as the pressure caused by the aged tendency of population, how to add value to the fully funded personal accounts, ex-situ traner and connection procedure on the endowment insurance, with the analysis on the possible reasons.In chapter four, several suggestions on how to improve the basic endowment insurance scheme for urban employees were given: set up a countrywide uniform management systmem for the social security, increase the scale for personal accounts, and realize the maintenance and appreciation of values for funds, set up a flexible system for employment and retirement.
