试谈提高行政管理效率内在机理和策略谈途径

【Abstract】wWw.shuoshilunwen.com Administrative management is such a kind of activity that the administrative offices organize and manage national affairs, social and governmental ones according to the entitled administrative rights. A good administration is the important guarantee for social development and national stability. Faced with the advanced science and technology changing with each passing day, intense and fiercer competition and globalization in economy, we should consider it as an urgent and important mission to build an efficient, coordinating and standard administrative system. In the paper, the author first differentiates and analyzes the basic concepts about administration and defines administration in a narrow sense. By virtue of Marxist thought and method, the author analyzes the current administrative situation, problems and the reasons for the existing problems and states his own opinions on how to heighten administrative efficiency, how to improve administrative methods and how to innovate administrative system. He argues that, firstly, to heighten administrative efficiency, we should firmly set up the consciousness of administrative efficiency, stick to the principles for simplicity, unity and efficiency, perfect the regulations and institutions of administration and emphasize different points to different levels of administration. Secondly, we should apply modem scientific methods to the managerial field so as to contribute to the innovation of the administrative methods and reach a state of administration according to science and laws. At last, from the perspectives of strengthening the subject, improving the object, internalizing the goals and building the environment, the author detailed explores practicable ways to reform administrative system. The purpose of the paper is to make some contributions to the reform of administrative system and the building of a new administrative system and to get some advice from others.
