The 23rd document promulgated by the State Department in 1998 was the symbol of Chinese urban housing system entering the marketability stage officially. With the deeply reforming, market mechanis are beginning to penetrate all aspects of the housing sector. The rapid developing of real estates industry makes a great important contribution to China’s economic growth. The level of living environment and condition has increased significantly. However, with the rising of the house price, more and more low-income families can not solve the housing problem relying on the market. Shaanxi Province locates in the Midwest regions. As the economic and the urbanization increases, the housing prices rise rapidly. The housing difficulties of low-income families he increasingly appeared. In order to promote the harmonious development of society, and solve the housing difficulties of low-income families, Shaanxi provincial government has issued housing security policies, the main content of which is about low-cost housing and affordable housing. The paper studies the urban housing social security system on the basis of the existent theories, and summarizes urban housing security policies of Shaanxi Province practical experience. It learns the useful experience of housing security policies from the United States and Singapore, and combines with urban housing situation in Shaanxi Province. The study puts forward some suggestions for improving the urban housing social security system in Shaanxi Province. There are five important parts. The first part is about some basic theories about the urban housing social security; The second part analyses the current situation and the problems, including low-income urban households in Shaanxi Province and the former evolution of housing security policies, implement effective and characteristics. The fourth part analyses the problems during the process of the implementation of Shaanxi Province; According to the practical experience of housing security policies in the United States,Singapore, and the real condition of Shaanxi Province, the fifth part gives some suggestion to improve housing security policies of Shaanxi Province.
