Hu Jintao the chairman of China, he also pointed out that we need a harmonious socialist society in which exists democracy and rule of law, justice, sincerity, amity, vitality, stability and order, and man and nature live in harmony. Indeed, a harmonious socialist society is a democratic society and ruled by law. On one hand, we need to protect our society with law, and to govern it with law of clarity, certainty and national mandatory. But on the other hand, the realization of the society ruled by law is affected by the modernization level of civil legal consciousness. Among these influences, the most prominent of which is the low efficiency of legal implementation and the difficulty in forming the majesty of law. Therefore, cultivating the modern legal concept of citizens and promoting the modernization of civil law consciousness becomes an essential part of implementing the strategy of“the rule of law”, which is also the basic project of the construction of socialist country.The contemporary college students are the pillar of society in the future and the hope of our nation, so their intensity of legal consciousness and level of legal quality influence the process of the socialist rule of law. To realize this we should know their status of legal quality and cultivate a group of college students own higher modern legal quality, which are important for constructing law society in China.This article will analyze the connotation of the quality and the legal quality problems of contemporary college students based on the empirical research in order to seek for a strategy in training. It can be divided into four parts.The first part overviews the legal quality of students. The author will give the definitions of the quality, legal quality and the college legal quality. Moreover, she will describe the legal quality of college students and it’s requirements in detail. For the second part, the author will investigate and analyze the condition of the college students’legal quality. In order to know the condition, the author will analyze the questionnaire of legal quality which designed by herself from legal knowledge, law concept, legal belief, and competency. The third part explains the current problems of legal quality of college students. As nowadays students lack legal knowledge, law concept, legal belief and competency, the author gives explainations from the obstacles of the traditional legal culture, the negative impact of the social environment, the limitations of legal education and individual factors. In the final part, the author proposes an effective way in training contemporary students’legal quality, which includes creating a sound legal environment, improving the effectiveness of the legal education in school and developing the students’legal beliefs.
