How to promote the social transition more oothly and restore from the world economic vitality quickly with this powerful weapon, and maximize the results of reform into the shared interests of all the people will become a major issue in the social policy areas.In order to provide some valuable advice in building a scientific and rational, this paper, combining with the shortcomings of the traditional welfare system, did a in-depth study on basic meaning and structure of the individual capacity-oriented welfare system,major work as follow: From the starting point of the research in the drawbacks of traditional welfare system, analysis the "lagging" during economic and social life, clear the necessity of Building a new welfare system; Rooted from the positive welfare theory represented by "third way", "social investment state", "asset welfare policy", discussed the Inevitable arise of individual ability-oriented social welfare system, and its formatting process; Introduced the two major components of the individual ability-oriented social welfare system——"sustainable livelihoods" and "development-oriented welfare policy", proposed concrete measures and did utility analysis, in order to provide a valuable reference analysis to the relevant policy departments; In view of the specific development conditions of China and the implementation of welfare policy, did in-depth inquiry in the localizing of individual ability-oriented social welfare system, proposed a basic path to establish a individual capacity-oriented welfare state.
