This paper relates to an enterprise oil tanker management system specialized for Hangzhou testing center . After thorough and detailed investigation the management work of this company being made, requirement analysis on the information system is carried out by the way of structure, thereby finding out the system’s information requirements and function requirements as well as the relation between information and function.The MIS in this paper is designed with PowerBuilder 9.0 and Adaptive Server Anywhere 8.0. The main achievement of this MIS is the queries and editing of tanker information, verifying records and the seal renewals. This MIS designed by specific requirements, and the use of certified this MIS will dispense with the large number of repetitive work, to a large extent enhance the efficiency of tanker certification.
