【Abstract】wWw.shuoshilunwen.com In order to solve the problem of Farmers, Rural Areas, Agriculture Production, to build new harmonious sociali countryside, it is necessary to research the principle of rural social development, strengthen the social construction and social management of countryside, tranorm the notion of rural social management, cultivate and integrate the authorities, and then to form joint force. On that basis, the rural social management system should be reformed and recreated in order to form new patterns and mechani of rural social management.Applying comprehensive knowledge and theories of politics, sociology, etc, following the theory of Marxi on rural social management, referring to excellent fruits of capitali, suggestions and measures of reforming the rural social management system are raised according to the analysis of the changing history and its developing orbit and the analysis of the current features of countryside.The article is divided into four chapters. In Chapter 1, the relevant concepts are defined. The theoretical bases of reforming and innovating the rural social management system are analyzed, on the basis of the theory on social management in Marxi and referring to excellent fruit in capitalist social science. Also the practical base is analyzed according to Chinese reality. In Chapter 2, the historical development of the rural social management system in China is researched deeply; the developing obit is probed. On that ground, after probing the developing trend, the reforming objective of rural social management system is raised and so is the objective of rural social management patterns. In Chapter 3, the responsibility of every authority in rural management pattern, in which the Party is the leader, the government is in charge, the social organization is cooperative, and the public participate, is analyzed and probed. So is the measure of how to combine their forces and harmonize their relationship. In Chapter 4, how to form flowing mechani of the society, how to form the mechani of mediating contradiction and how to perfect the social security system is probed, in order to solve the problems in peasants’living, to push social justice and equality and to realize the situation, in which anyone who wants to learn, who wants to work, who wants to become healthy, who wants to be supported old and who needs shelters, can meet his needs.
