和谐思想,早已有之。实现社会和谐,是人类源远流长的一种美好社会理想。制度建设与制度创新是构建社会主义和谐社会的根本保证。政治制度创新主要是指国家政体和具体政治制度的调整、完善、革新、更替、新建和优化。从纵向来看包括人民代表大会制度创新、政党制度创新、民族自治制度创新等,从横向来看,包括选举制度创新、法律制度创新、行政管理制度创新、领导制度创新、监督制度创新、参与制度创新等。制度建设是和谐社会建设的重要内容,是推动和谐理念切实落实的关键。人民代表大会制度是我国政治建设的最大制度平台,是实现党的领导、人民当家作主、依法治国有机统一的理想途径。五十多年来,随着我国经济社会的不断发展和社会主义政治建设的不断推进,人民代表大会在国家政治生活中发挥的作用越来越重要,同时其自身存在的缺陷也日渐显露。因此革新和完善人民代表大会制度是和谐社会建设的重要组成部分。完善人大选举制度,调整人大代表的组成与结构,逐步实现人大代表专职化,营造、和谐氛围。完善人大立法制度、大力推进人权立法建设,完善人大监督制度、工作制度,为构建和谐社会营造法治氛围。政党,这种人类社会中的政治组织,在世界各国政治生活中发挥越来越重要的作用,随即产生了政党制度。它是指“国家法律规定或实际生活中形成的政党的社会地位和作用,特别是政党执掌、参与或影响国家政权的具体体制和运行机制”。我国现行的政党制度是中国领导的合作与政治协商制度,是以合作为前提的制,这是我国独有的新型政党制度,是对马克思主义政党学说的新发展。构建社会主义和谐社会,要通过创新党的领导体制和执政体制,推动党政关系和谐;完善中国领导的合作与政治协商制度,推动执政党与参政党关系和谐;完善廉政监督制度与联系群众机制,推动党群关系和谐,最终达到以党内和谐推动社会和谐。新中国成立后,中国根据我国历史情况和民族关系近况,创造性地制定了在少数民族聚居区实行民族区域自治的政策。民族区域自治制度是社会主义政治制度的重要组成部分,它的革新与完善是社会主义和谐社会建设的一个重要环节和重要保证。解放和发展生产力,实现共同富裕是社会主义的本质,目前我国地区间发展不平衡,尤其是一些少数民族聚居区经济、文化发展比较落后,这种发展的不平衡不仅影响社会主义建设而且也不利于社会的安定团结。因此,我们要通过完善民族区域自治制度,逐步缩小地区间的发展差距,实现共同富裕,保障全民族的共同发展,实现全社会和谐。
