Phase of highway construction is the most important part in the highway construction; its success will directly affect the development of highway construction. This is both an opportunity and challenge for the highway construction industry.Highway construction project are constrained by quality, time and investment, which correspond to the highway construction project’s quality management, schedule management and cost management, while cost, quality and schedule are interrelated and mutually constrained. So this article combines the basic theory of project management and enterprise project management and the characteristics of highway construction projects to study the cost, quality and progress for the highway construction.Firstly, the paper describes the basic theory and concept of project management for highway construction, including: the theory of project management, enterprise project management and the concept, content, features and life cycle of highway construction projects.Secondly, the paper analyses the cost structure and influencing factors of highway construction and proposes strategies and specific measures for highway construction project management.Thirdly, the paper analyses the features of highway construction’s quality management, the common quality problems and its reasons and solutions. Proposing the specific measures for quality management of highway construction.At last, the paper analyses the meaning, content and factors of schedule management for highway construction, establish the project schedule for highway construction project, puts forward specific strategies for schedule management of highway construction.
