At present, our country’s economy and society is in the period of opportunities and various conflicts, there are various social conflicts, especially the rural in long-term urban-rural dual structure, it is the root of all kinds of contradictions and causes of conflict. China has 900 million farmers in this country, to build a harmonious society, we must first strengthen the foundation of the primary government. This requires the primary government to tranorm government functions, strengthening grassroots democracy, develop the rural economy and efforts to improve farmers income and social welfare. To coordinate the interests of all, the source of conflict, is to promote the building of a harmonious society premise and foundation.This paper explain the reason for the construction of grass-roots government and how to construct in the point of Marxist power construction theory. In the same time through empirical analysis of San He town to analyse at present what can we do、what’s the problem, and try to find a solution.
