重庆建立长江上游金融中心：条件，环境和政策思路

【Abstract】wWw.shuoshilunwen.com As the only territory municipality in the west region of China, the economic development of Chongqing has a great influence to the rest of the west region. According to the“314”total plan made by the general secretary Hu Jintao, Chongqing is to be the growth pole of the west region. To make the economic development of Chongqing faster, the development of finance is essential. The aim of this research is to give Theoretical and Reality proposals to the regional financial center building of Chongqing.First, this article makes an induction of the basic theory of financial centers, including the condition of the appearance of the financial center, the characters and influence of the financial center, and the statistics evaluation system, etc. After that, this article generalized the development of Chongqing’s finance industry, especially the finance development of the recently ten years. In the third sector, this article makes a research of the factors which influenced the development of Chongqing financial development. Through the factor analysis, it comes to the conclusion that there are three factors which influence the development of Chongqing finance: the inner factor, the outer factor and the policy factor. Also, it analyses the contribution rate of the three factors. In the forth sector, this article makes a SWOT analysis. This article also compares Chongqing’s finance circumstance with Chengdu, Xian and Wuhan. In the fifth sector, this article analyses the function setting of Chongqing’s financial center. In the sixth sector, this article makes some policy proposal for Chongqing. In the last sector, this article generalized the whole contents above.The research method of this article is the factor analysis, the liner regression, the SWOT analysis method, and comparison. This article combines the qualitative analysis and the quantitative analysis together. It comes to the conclusion that Chongqing has the development basis to build the regional financial center .In the meantime, Chongqing has to face the situation of the not-open-enough economic circumstance, the competition of regional financial center, the lack of finance clustered district, the lack of financial talents.The policy proposal concludes to promote the financial reform, to promote the financial supervision, to promote the regional economics, to build to financial core district, to promote the clustering of the financial institutions, to attract the famous companies, to cooperate with the other cities, to be more open, to attract the talents, to build more financial companies, to support the regional banks, to improve the financial organization system, to introduce the intermediary institutions, and to develop more effective financial tool.
