In the next, it investigates the dynamic mechani of urban-based and interactive. It explained the economic development of the urbanization process of the push factors from the theory. In this paper, the actual situation in Shandong Province, made a model to look forward to the conclusions above argument, but from the empirical findings of the study, there is hardly relationship between economic development and urbanization. In Shandong province, economy development has not played its due role in urbanization process. This is obviously that the situation of urban development is contradictory to the theory. In consideration of the possible reasons what cause these problems, we can make a conclusion that urbanization and economic development is seriously out of line. There are many obstacles on the way of the economic development will really become the main driving force of urbanization. It includes the concept, the general law, present studies, purpose and significance of this paper, innovation and infrastructure.In the first part of this article, it reviews of the historical process of urbanization in China.
