Implementing the Golden Finance Project is aimed to assist the country to achieve departmental budgeting reform, treasury management system reform, government procurement reform, and the collection of extra-budgetary funds and provide strong support for the reforms. The Finance Bureau of Kunming solved the financial as the manager of the treasury to monitor and control the daily treasury fund income and expenditure in accordance with the preparation of the budget of each accounting unit’s income and expenditure by using the "financial resources management information system", in order to achieve the dual goals of the functions of financial management and financial accounting.This thesis on the basis of Funds Allocation Management System studies and researches on the entire Financial Funds Management Information System, analyzes the function requirement of the State Treasury Centralized Payment System and Funds Allocation Management System, and also explains the features and advantages of each function module. During the system’s planning, the operation process of entire system and each module is designed in details; the modeling analysis is achieved by using UML; and the relationship between the system composition and each part of it is showed by diagrams, sequence diagrams and graphs. It also states the system’s arrangement and safety-control designing, as well as the data base of the Quota Management’s designing.In the Financial Funds Management Software, the following can be achieved: allocating and adjusting the budget funds to different departments; controlling the financial funds quota, managing the budget funds of every unit through accounting control by its subjects, channels and sources; counting rapidly and timely the progress of the funds’ plan and the exact statements and reports of the funds. The practical use of the system proves its full functions, stable performance, unified interface, simplified operation and clear operation process, and brings a higher working efficiency and quality. In the end of the thesis, it sums up the outstanding function of the system, and prospects for its future development.
