跨国公司R&D全球化趋势与我国对策

自20世纪80年代以来,随着全球竞争的加剧、市场全球化,生产全球化的发展、知识经济的兴起和信息技术的进步,企业之间的竞争越来越趋向于全球化和激烈化,促使越来越多的跨国公司的研究与开发(R&D)趋于全球化战略,以培育和保持持久的国际竞争力。本文通过对近十年有关文献以及目前跨国公司研发机构海外投资近况的浅析浅析,浅析浅析了近十年海外研发机构的新特点及在华研发机构给我国带来的机遇和挑战。同时结合我国企业设立跨国R&D机构的近况,从政府和企业两个角度提出了一些应对措施。本文最后浅析浅析了在我国具有代表性的通信行业的跨国公司摩托罗拉的中国研发机构,浅析浅析其成功的经验,力求能够给我国的企业发展对策提供一些参考。全文共分五章,第一章对国内外有关跨国公司R&D全球化理论和文献综述进行了概括,浅析浅析了跨国公司R&D全球化的多方面动因,既有经济全球化发展趋势、信息技术的发展、国际竞争因素等外部环境的影响,也有弥补自身“战略缺口”、规避风险、充分利用资源等内部因素的影响;第二章对通过对近十年有关文献以及目前跨国公司研发机构海外投资近况的观察浅析浅析,提出跨国公司R&D全球化战略的扩张出现了不断加强海外投资力度、创建与并购海外R&D机构、建立R&D战略联盟、海外研发投资行业高度集中等新特点;第三章研究了跨国公司在华设立R&D机构的特点,浅析浅析了R&D全球化给中国带来的挑战和机遇,并在第四章中结合中国企业R&D全球化近况提出中国在R&D全球化浪潮中应采取的对策倡议,即就政府而言,应该完善有关法律法规,加大革新力度,采取相应政策措施,优化科研环境;就企业而言,应当加强与海外跨国公司的技术交流与合作,努力提高自身的R&D水平等。在最后一章,对通信行业的摩托罗拉公司在中国研发机构进行了浅析浅析,概括了摩托罗拉在中国的发展历程及在中国的研发近况,最后浅析浅析了摩托罗拉在中国研发机构成功发展所实施的战略。

【Abstract】wWw.shuoshilunwen.com Since the eighties of the 20th century, because of the aggration of global competition , the development of market and production globalization, the rise of the knowledge economy and the progress of the information technology, The competition between enterprises trended towards globalization and fiercely more and more, which impelled more and more Multinational Corporations to implement globalization strategy in the research and development (R&D ), in order to foster and keep the lasting international competitiveness.By analyzing various kinds of documents of the past ten years and the overseas investment of the research and develop organization nowadays, the article he analyzed the new characteristic of the R&D organization overseas and the opportunities and challenges that the R&D organization bring to our country. Combining the current situation of the enterprises of our country set up transnational R&D organization, the article proposed some measures from two angles of governments and enterprises. Finally the article analyzed the R&D organization set in China of Multinational Corporations Motorola in Communication Trade, it analyzed its succesul experience, striving to provide some references for drawing the development tactics of the enterprises in our country .The article is composed of five chapters altogether, Chapter One summarized the domestic and international R&D globalization theories and documents of Multinational Corporations , analyzed the reasons that caused the Multinational Corporations R&D globalization: the influence of the development of economic globalization , information technology , international competition factor , and the influence of remedying one’s own " strategic gaps " , evading the risk , fully utilizing one’s own resources .Chapter Two analyzed various kinds of documents of the past ten years and the overseas investment of the research and develop organization nowadays, proposed new characteristics of the R&D organization. Forexample, the expansion of the Multinational Corporations R&D globalization strategy is strengthening constantly, more and more overseas R&D organizations are established, R&D strategic alliances are set up, overseas investment in R&D organization are highly concentrated on some trades; Chapter Three studied the characteristics of Multinational Corporations setting up R&D organization in China and the challenges and opportunities brought to China in R&D globalization. In Chapter Four, the article analyzed the current situations of Chinese enterprises in R&D globalization, offered some suggestions that China should be adopted in the globalization tide of R&D: as for government , laws and regulations should be perfected , more efforts should be devoted to reforming, optimizing the scientific research environment by taking the corresponding policies and measures; As regards enterprises , they should strengthen the technological exchange and cooperation with the Multinational Corporations, make great efforts to improve one’s own R&D level ,etc. In the last chapter, the article analyzed the R&D organization of Motorola in the communication trade in China, summarized the development course and the situations nowadays of Motorola in China, and finally analyzed Motorola’s strategies which lead to the R&D organization’s succesul development in China.
